The NCRA/ANREC Board of Directors approved an updated Member Agreement and Code of Conduct on July 16, 2026.
This update does not fundamentally change the expectations of membership. It clarifies and strengthens the existing agreement so that it better reflects how the Association and its members operate today. The main updates include:
- clearly distinguishing the Member Organization from its staff, volunteers, programmers and board members;
- clarifying the authority and responsibilities of each station’s Designated Representative;
- requiring members to keep the NCRA/ANREC informed of significant changes to their governance, legal status, broadcasting licence, operating status or contact information;
- explaining how the NCRA/ANREC provides general information, resources and best-practice guidance without intervening in or directing a station’s internal governance;
- clarifying how confidential information and requests for guidance from individuals affiliated with member stations will be handled;
- setting clearer expectations for the use and sharing of member contact information;
- establishing appropriate access, privacy, security and copyright expectations for members-only resources, including limits on uploading restricted or confidential materials to external AI systems;
- distinguishing optional communications from essential membership, governance, billing, safety and legal notices;
- clarifying the scope of the Harassment and Complaints Policy and separating complaints involving individuals from disciplinary action involving a Member Organization; and
- setting out how future administrative and material amendments will be approved and communicated.
The updated agreement also includes a Member Guidance and Support Policy. This explains what support the NCRA/ANREC can provide when a station or an affiliated individual approaches us for assistance, as well as the limits of our role in internal station matters.
The updated Code is attached and available on our member-only website, and works in conjunction with our Bylaws. Annual membership dues notices will be sent next week. Payment of membership dues through the NCRA/ANREC’s official payment platform will serve as the Member Organization’s acknowledgement and acceptance of the updated agreement.
Designated Representative
Each Member Organization’s board of directors or governing body must formally appoint one person as its Designated Representative. This person is authorized to:
- receive official membership communications;
- exercise the organization’s voting rights;
- communicate positions authorized by the organization; and
- administer the organization’s participation in NCRA/ANREC activities.
The Designated Representative is accountable to the station’s board or governing body. An appointment or change must be provided to NCRA/ANREC in writing by an authorized officer or supported by evidence of a board decision.
Until we receive a formal appointment, we may communicate with the station manager or chair, president or equivalent officer as a contact (which can be via a standard email address). Stations are responsible for informing us promptly when their Designated Representative or contact information changes.
